Provides contracting support to the Naval Fleet by ensuring the contract is completed in its entirety; this is accomplished by performing both pre and post contract award functions. Pre-Award duties include but are not limited to: conducting market research, completing the Small Business Coordination Record (DD 2579), issuing a solicitation (oral or formal), receiving quotes from vendors, negotiating contracts with vendors, reviewing applicable laws and regulations to include in the award, constructing the price justification for an award and acquiring required signatures for completion of awards. Post-Award duties include but are not limited to: completing the Contract Action Report (CAR) and completing modifications required for the completed award. Special skill sets possessed to be a successful contract specialist are: the ability to prioritize a sizeable workload, good communication skills, the ability to be flexible and to be a strong critical thinker. Daily, the sales areas must be adequately stocked to meet expected sales forecasts. This will be accomplished by providing all team members with proper training, daily assignment of jobs/tasks, and establishment of shift/task priorities. Adhere to all safety, sanitation and HR established THC standards and government regulations for compliance. Motivate and clearly, effectively communicate with all members of the replenishment team. Work independently, and responsible for all decision making during the replenishment shift. Coordinates the ticketing of all retail merchandise to ensure that all applicable product has a bar code and pricing attached prior to leaving the warehouse

Coordinate with the HCW Warehouse Manager to ensure that successful operation of all warehouse functions. Ensure that primary bins are replenished based on date code of product at completion of the replenishment shift. Enter all bin changes that have been completed into the WMS – Bin Management System. Goal is for all pulling locations to be accurate for the timely and efficient order pulling each day. Provide supervision in the proper rotation and stocking on retail sales floor of retail confectionery products that are handled on a daily basis. Ensure completeness of cycle counts according to the required schedule. Provide backup to the HCW Warehouse Manager, in conjunction with the Warehouse Supervisor, when the manager is not on site.

Lead the Warehouse Safety and Sanitation program. Maintain program which complies to all government and regulatory requirements. Follow-up and respond to all safety or sanitation audits. Research and recommend all necessary safety equipment. Oversee the operation of all warehouse equipment. Schedule all service and maintenance on the lift trucks this includes daily inspections and documentation on each piece of equipment. Conduct training on material handling equipment according to OSHA regulations.

Meet with flex employees on an annual basis for a performance review. Work on incentive and motivation plans to ensure adequate coverage for the replenishment shift.
