  • Act as liaison between the County Assistance Offices (CAO) and other agencies such as Office of Long-Term Living (OLTL), Office of Medical Assistance Programs (OMAP) and Office of Mental Health and Substance Abuse Services (OHMSAS).

  • Attend stakeholder meetings as a representative of the LTC unit and assist with the development and implementation of new procedures to aid in benefit delivery.
  • Review cases authorized by the CAOs for quality control; prepare corrective action instructions to the CAO(s) when mistakes or discrepancies are found.
  • Prepare CAO only and State Policy Clarifications when issues are discovered that can affect eligibility determinations.
  • Determine if a recipient is eligible for an hardship waiver when the CAO applies a penalty to the authorized case due to a transfer of assets for less than fair market value.
  • Work closely and collaboratively with the Medical Assistance unit to ensure information in both departments are in alignment with State and Federal regulations.
  • Participate in three yearly systems testing in which the values used to determine LTC benefits are updated; the systems testings are necessary to ensure benefit determinations are correctly implemented.
  • LTC unit representative for any issues involving LIFE waiver; LIFE waiver is a specific type of community waiver that has its own set of rules and benefit determination.
  • Develop and maintain Operations Memorandums (OPS MEMOs), Policy Clarifications, LTC handbook policies and procedural desk guides to inform the CAO staff of new procedure or policy implementation.
