Ludmilla Diniz

Technical advisor supervising UNDP's Energy portfolio with diverse donors in Latin America and the Caribbean and Africa, providing technical support and policy advise to country offices, governments and other partners. The portfolio I oversee contributes to climate change mitigation by catalyzing investments through policy derisking and innovative pilots to reduce GHG emissions.

Main achievements:

• Portfolio manager: Responsible for financial oversight and compliance of a portfolio of ca USD 100 million in LAC and Africa (Lusophone and South Africa)
• Fundraising: Value creation of a portfolio USD 65 million with the vertical funds (GEF) and bilateral donors (IKI, Mitigation Action Facility)
• Monitoring & Evaluation: I lead the design of new programs and I oversee the monitoring and evaluation exercises of the portfolio to assess its impacts and effectiveness.
• Thought leadership: Focal point for sustainable cities, addressing issues related to waste management, transportation (e-mobility & active mobility), land use planning, ecosystem restoration and governance. I have led strategic organization exercises focused on integration of portfolios on global, regional and national levels.
• Policy & technical Advice: I provide policy advice to country offices, governments, and other partners to help implement projects that promote climate change mitigation and sustainable development. I support gender mainstreaming and innovative initiatives on digital transformation.
• Technical areas of expertise: low emission transport (active and electric mobility), Energy efficiency in the industrial sector, Standards & Labels and public sector), Energy transition in SIDS and Bioenergy.

Management and coordination of project "Market transformation for energy efficiency in Brazil" (UNDP/GEF), led by the Climate Change Secretariat of the Ministry of Environment and implemented in partnership with IDB (Interamerican Development Bank). The project focused on improving energy efficiency in buildings (public and private) through EE financing and capacity development

Main achievements

• Energy Efficiency Finance Tools: Engineered an energy audit model and established parameters for the evaluation of energy efficiency projects
• Energy Efficiency Guarantee Mechanism (EEGM): Conducted capacity development initiatives for private sector companies, enabling them to assess and leverage IDB's Guarantee Mechanism (EEGM)
• Energy Consumption Benchmarking: Pioneered the first national benchmark of public office buildings aimed to establish a Clean Development Mechanism (CDM) Program of Activities Program of Activites (POA)
• Supervision of PROJETEEE development: online tool supporting net-zero building projects (www.projeteee.ufsc.br)
• Retrofit Project of the Ministry of Environment: supervision of the certification process of MMA building to attain certification according to the INMETRO/Procel building labeling scheme (PBE Edifica).

• Strategic Planning Process for National Energy Efficiency Program – PROCEL
• Collaboration with BNDES (Brazilian Development Bank): strategies to enhance access to energy efficiency finance in Brazil aligning shared interests of Energy Service Companies (ESCOs), banks, and end-users
• Model Performance Contract Development: Developed a model performance contract tailored for Energy Service Companies in Brazil, establishing standardized practices within the sector
• Gender Impact Chain Development: responsibility for developing the gender Results based management framework of GIZ’s Energy Program - ProFREEE initiative
• Research Fellow (Master’s Thesis): in-depth research for a Master’s thesis titled “Energy Efficiency Performance Contracts in the Public Sector in Brazil,”.
